From Monday, July 21, Seoul will start to distribute cash vouchers to foreign residents. Aside from eligibility, the amount, method, and timing of the vouchers will be the same as for Korean nationals.
A support system will be operated using 44 Foreign Resident Centers and Family Centers to assist eligible international residents.
On top of that, call center and multilingual support will be available for guidance on smishing scam prevention, eligibility checks, the application process, and filing appeals.
SEOUL, SOUTH KOREA, July 18, 2025 – As the start of the first application period for the “Livelihood Recovery Consumption Coupon” approaches on Monday, July 21, the Seoul Metropolitan Government (SMG) announced that it had prepared a support system to minimize potential pain points foreign residents may encounter during the application process.
According to the government, eligibility for the cash coupon will be limited to: ▴ foreign nationals related to Korean citizens, and ▴ international members of foreign households who meet specific criteria.
(Foreign nationals related to Korean citizens) Foreign residents whose resident registration card lists at least one Korean national, and who are insured or registered as dependents under the National Health Insurance Plans (including retroactive payment) or eligible for medical benefits.
(Foreign households that meet specific criteria) Even when the household is composed of only foreign nationals, they can receive the voucher if they are insured or registered as dependents under the National Health Insurance Plans (including retroactive payment) or eligible for medical benefits, holding a permanent residency (F-5), a visa as an immigrant by marriage (F-6) or a recognized refugee (F-2-4).
The application period and method for foreigners are the same as those for Koreans.
They can apply on a card company’s website, regional gift voucher app, community service centers, and banks that provide card-related services, from next Monday at 9 AM. The distributed cash voucher must be used by the end of November.
However, during the first week of application, all applicants will only be able to apply on their designated days based on the last number of their birth year: Monday (birth years ending with 1,6), Tuesday (2,7), Wednesday (3,8), Thursday (4,9), and Friday (5,0). This restriction will be lifted starting Saturday, July 26.
Since language barriers are expected during the application process, the SMG will provide appropriate services for foreign applicants in cooperation with the city’s 18 Foreign Resident Centers and 26 Family Centers. Through these institutions, Seoul will provide guidelines on ▴how to prevent smishing scams, ▴ how to check my eligibility, ▴ how to apply, and ▴ how to file an appeal.
According to the city, it has already completed developing a step-by-step response manual and training of the responsible personnel. The content will be shared with municipal districts and communities of each country.
(Prevention of smishing scams) As scams disguised in cash voucher application guidelines are expected, Seoul will provide a notice in different languages to advise foreign residents to delete any messages containing a link (URL) to a suspicious website. The notice will be shared through social media, embassies, and websites for foreigners, such as Seoul Foreigner Portal (http://global.seoul.go.kr/) and Hanultari (https://mcfamily.or.kr/).
(Checking the Eligibility and Applying) Eligibility for the voucher can be verified at Seoul Foreign Resident Centers and Family Centers. These centers also provide guidance on how to apply—both online and offline—and how to file an objection. The service will be provided in different languages throughout the application period. As for Family Centers, applicants can visit the nearest one to their neighborhood, as each district has one center.
(Multilingual Counseling) Customer service agents (15 people hired through the “Attractive Job” program), each assigned to a specific language, will be dispatched to Foreign Resident Centers on July 21. From August 1, additional personnel will be deployed to provide multilingual counseling services.
At Seoul Foreign Resident Center (☎02-2229-4900), services in seven languages, including English and Filipino, are available both online and offline.
